Who supplies the Tata Dholera fab?

Five supplier relationships are on the public record. ASML signed a lithography memorandum with Tata Electronics, announced on 16 May 2026 by both newsrooms, naming 28, 40, 55, 90 and 110nm. INOX Air Products is building a Rs 500 crore specialty gas hub with a 200 tonnes per day air separation unit. IAQ Group was reported in June 2026 as the cleanroom contractor. Fugro, Cengrs and Geo Dynamics were reported on the foundation redesign. Fujifilm's materials memorandum with the Gujarat State Electronics Mission is exploratory. No main construction contractor and no valued equipment order is public.

The rule this answer follows

A supplier list is the most abused artefact in coverage of large industrial projects, because every company that has ever been in a photograph with a project gets added to one, and nothing is ever removed. This desk files a supplier only when a named source has published a dated statement, and each entry carries its tier: confirmed and physically committed, announced or memorandum stage, or a stated target. The distinction is not pedantry. A memorandum costs a press release. An air separation unit costs a balance sheet entry that cannot be reversed, which is why supplier behaviour is the cleanest outside diligence available on whether a fab is real. What follows is the public record as this desk holds it on 25 August 2026, layer by layer, with what is missing stated as plainly as what is present.

Equipment: ASML, at memorandum stage

ASML and Tata Electronics announced a lithography memorandum of understanding on 16 May 2026. The announcement appeared on both companies' newsrooms rather than on one side only, and it named the process nodes covered: 28, 40, 55, 90 and 110nm. REPORTED No tool quantities, values, configurations or delivery slots have been published by either party, and none should be assumed.

Two things make this entry weightier than an ordinary memorandum, and one thing makes it lighter. It is weightier because lithography is the input a fab can least improvise: deposition, etch, implant and planarisation tools can be bought from several competing vendors, while the higher resolution end of lithography has no comparable field of suppliers, so a lithography relationship is closer to a prerequisite than to a procurement note. It is weightier still because both parties published, and a corporate communications function at a listed company does not attach its name to a commercial relationship that does not exist.

It is lighter because a memorandum is not an order book. It does not establish tool allocations, delivery dates or the mid-2028 production guidance, and anyone presenting it as a guarantee is selling something. The ladder from memorandum to qualified tool runs through a definitive supply agreement, a purchase order, a manufacturing slot, shipment, install and hookup, tool acceptance, and only then process qualification. The public record contains the first rung and nothing above it. Our ASML file keeps the running version.

Gases: INOX Air Products, the most physical signal

The strongest supplier evidence at Dholera is not the most discussed one. INOX Air Products is reported to have begun construction in October 2025 on an electronic specialty gas hub at Dholera at around Rs 500 crore, including an air separation unit specified at 200 tonnes per day, covering nitrogen, oxygen and argon alongside electronic specialty gases. REPORTED The reporting is press sourced rather than confirmed by either party in a filing, and the cold box, the tall insulated casing that is the visible signature of an air separation plant, has separately been reported as erected.

The reason this entry outranks most announcements is asset specificity. An air separation unit built at the fence line of a fab is worth a great deal to that fab and comparatively little to anyone else, because the value sits in the pipe rack over the fence rather than in the machinery. A gas company sinks that capital only after it has seen the customer's construction programme, satisfied itself on the ramp schedule, and signed a long term supply agreement, typically on a take or pay basis. In other words the supplier has run diligence that no outsider can run, and its concrete is the residue of that private judgement.

The signal has limits, and stating them is part of using it honestly. Industrial gas suppliers also serve merchant markets, and Dholera's wider industrial base can absorb part of an air separation unit's output. A gas plant tells you the site will have gases. It does not tell you when wafers start. The other missing piece is contractual: no supply agreement between INOX Air Products and Tata Electronics is in the public domain, and neither tenure, volume commitment, take or pay floor nor price indexation has been disclosed, so a hub built against a signed anchor contract and a hub built to position for a cluster that has not yet contracted look identical from outside. Linde has separately been reported as advancing plans for a Dholera production plant, but that rests on single source trade reporting and should be held loosely until a construction start or contract award is confirmed. Cleanroom: IAQ Group, reported

The Economic Times reported in June 2026 that the Malaysia based IAQ Group had been onboarded to design and install the cleanroom at the Dholera fab. REPORTED No contract value, scope split or completion date has been published.

Cleanroom fit-out deserves more attention than it usually gets, because it is the phase where a construction site becomes a factory. The work involves the raised access floor, the ceiling grid carrying fan filter units, the air handling and recirculation architecture that delivers the required air changes, the sealing and finishing that keeps particle counts inside specification, the ultrapure water and chemical distribution reticulation, the exhaust and abatement connections, and the environmental controls holding temperature to fractions of a degree and humidity within a narrow band. It is also the phase with the longest tail of specialist labour, and it sits directly on the critical path to tool move-in, because no tool is installed into an unfinished envelope.

The scheduling implication is why this desk files a fit-out contractor as a supplier at all. A cleanroom contractor engaged in the first half of 2026 is consistent with a project moving from structure to envelope, which is the correct sequence for a plant guided to commercial production in mid-2028 rather than one guided to first output within months.

Ground engineering: Fugro, Cengrs and Geo Dynamics, reported

The Economic Times reported on 28 November 2025 that Fugro, Cengrs and Geo Dynamics had been engaged to redesign the main fab foundations after soil testing found the ground unsuitable. REPORTED The published record does not describe the ground conditions or the redesigned solution in engineering detail, and this desk has not seen a primary geotechnical document.

Read correctly, this is engineering news rather than a mishap. A fab floor is a process tool. Lithography and metrology equipment impose vibration criteria that dictate slab mass, damping design and foundation depth, and achieving those criteria on the low lying coastal terrain of the Bhal region generally means deeper piling and heavier substructure than a conventional industrial building would need. Discovering that during site investigation is what site investigation is for. Discovering it after the slab is poured is the failure mode, and that is not what was reported. Materials: Fujifilm, exploratory

Fujifilm signed a memorandum with the Gujarat State Electronics Mission on 30 June 2026 to explore a semiconductor materials base in the state. REPORTED Exploration is the correct word to use about it, and this record uses no stronger one.

Materials are the layer where the gap between an Indian fab and a self sufficient one is widest. Prime polished 300mm silicon wafers come from a very small group of global producers, none of whom currently manufactures them in India. Photoresists and their ancillary chemistries are similarly concentrated and are qualified process by process rather than bought off a shelf, which makes substitution slow even where a second source exists. Bulk wet chemicals are the most misunderstood item: India has an enormous commodity chemicals industry, but semiconductor grade specifications sit several orders of magnitude away from industrial grade on metallic and particulate contamination, and meeting them requires dedicated purification, packaging and logistics that never touch the industrial stream. A memorandum to explore that is worth filing. It is not worth treating as supply.

Power, water and the technology supplier

Three further entries belong on the list even though none of them fits the ordinary picture of a vendor.

  • Power. Tata Power Solar's 300 MW block within the 1,000 MW Dholera solar park is recorded as commissioned in the NICDC and DPIIT Delivery Monitoring Unit report of 31 May 2026, with a further 700 MW under development by ReNew, SJVN, Vena and TEQ Green against a March 2027 target. DURABLE Solar is a cost and emissions instrument rather than a reliability instrument, because a fab needs firm power at three in the morning and a momentary voltage dip can abort tools across the line. The meaningful questions are firm capacity, redundant feeders and dedicated substation design.
  • Water. Dholera has a desalination plant of roughly 20 MLD, with a tender issued on 9 July 2026 to appoint consultants for a 200 MLD seawater desalination plant. REPORTED Consultant appointment is the first step of a long procurement, not a plant. A fab does not consume municipal water, it consumes ultrapure water made from it, and the treatment train loses a substantial fraction of the feed, so raw intake always exceeds process demand.
  • Process technology. Powerchip Semiconductor Manufacturing Corporation is the supplier of the thing a fab cannot buy from a vendor at all: a working process. The technology transfer agreement was completed on 26 September 2024. DURABLE A process arrives as recipes, tool configurations, metrology feedback loops and trained people, which is why a recipient fab that matches the donor's tool fleet inherits a working process while one that substitutes platforms inherits a requalification project.

The test to apply to any supplier claim

New names attach themselves to this project at a steady rate, most of them through aggregator posts that copy each other until the original caveat has been worn away. Four questions separate a supplier from a photograph, and they can be asked of any claim without specialist knowledge.

  • Who published it, and on what date? A company newsroom or a government release is a different class of evidence from a trade blog quoting unnamed sources. Two principals publishing the same thing on the same day, as ASML and Tata Electronics did on 16 May 2026, is stronger again.
  • What instrument does it describe? A memorandum of understanding, a definitive supply agreement, a purchase order and a delivered installation are four different commitments that coverage habitually reports in the same words. Only the last two are evidence of supply.
  • Is there a physical act attached? Construction started, a structure erected, equipment shipped, a site occupied. Physical acts cost money that cannot be recovered by walking away, which is why this desk weighs them above statements.
  • Is the counterparty the right entity? Large groups have many arms, and the fab is being built by Tata Semiconductor Manufacturing, which is not the same company as Tata Realty or any property vehicle. Conflating group entities is the most common error in Dholera supplier lists and the easiest to check.

A claim that fails all four is a press release at best. A claim that passes three of them belongs on the record with its tier attached, which is exactly how each entry above earned its place.

What a complete supplier map would contain, and does not

The list above is what exists. The list below is what a mature fab supplier map contains and what remains entirely unpublished for Dholera as of 25 August 2026. Naming the gaps is the part of this answer that most supplier lists omit.

  • The main construction contractor. No principal civil or engineering, procurement and construction contractor for the fab has been publicly confirmed by either the company or the state.
  • Valued equipment orders. No semiconductor equipment purchase order for Dholera with a published value exists in the public record, from ASML or from any other toolmaker. Deposition, etch, implant, planarisation, cleaning and metrology tools together account for the majority of a fab's equipment spend, and not one supplier in those categories has been named.
  • Photomasks. No mask supplier or mask shop arrangement is public, and mask sets are a per design cost that every customer engagement depends on.
  • Wet chemicals, slurries and resists. No named supplier, no distribution or blending arrangement, and no local packaging operation has been announced.
  • Back end capacity. Front end wafers must be assembled, packaged and tested somewhere, and no packaging arrangement for Dholera output has been announced. India's approved assembly and test capacity sits at Sanand and Jagiroad rather than at Dholera. DURABLE
  • Precision logistics, calibration and spares. The service tail that decides how a fab actually runs is undocumented in public for this project.

The correct way to hold that list is not as a criticism. A plant guided to commercial production in mid-2028 has no reason to have published its consumables suppliers in 2026, and much of this contracting is commercially confidential in every geography. It is a map of where the evidence will appear next, and each new name gets filed the same way: tier first, date attached, source named. The money attached to each entry is kept separately on the capital ledger, where announced figures never sit in the same column as committed ones.
