The foundation redesign: what the soil at Dholera actually demanded

Of all the engineering stories at Dholera, the one that best explains why fabs are hard was reported quietly in late 2025 and then forgotten. It involves dirt.

Why a fab cares about soil more than almost any other building
Lithography and metrology tools position features far smaller than anything the eye can resolve, and they cannot do it on a floor that moves. Fab structural design therefore starts from vibration criteria rather than from load: the building must hold its tools still, continuously, against ground motion, traffic, its own machinery and the sea breeze. Dholera sits on a low-lying coastal plain. That geography is exactly what made the region attractive for large-scale land assembly, flat, sparsely built, contiguous, and it is also the kind of ground that tends to be soft, saturated and variable at depth. Those two facts were always going to meet each other at the fab's foundation design, and in late 2025 they did.
What was reported
Economic Times reported on 28 November 2025 that Tata Electronics brought in three geotechnical specialists, Fugro, Cengrs and Geo Dynamics Engineers, to redesign the main fab foundations after soil investigation showed the ground unsuitable for the original scheme REPORTED on the reporting. No public document states the revised design, the additional cost, or the schedule impact, and this record will not estimate any of them.
How to read it, honestly
Two readings are available and both are defensible. The critical reading: a foundation redesign at a project of this size is a real setback, consuming months and money, and it lends weight to the wider pattern of timeline slippage that has moved the fab's commercial production guidance to mid-2028. The constructive reading: discovering unsuitable ground during investigation and redesigning for it is exactly what competent engineering looks like, and it is enormously preferable to discovering it after the tools are installed.
What is not defensible is ignoring it, which is what most Dholera coverage has done. A project's engineering difficulties are part of its record, and a publication that reports only its milestones is not keeping a record at all.
The unverified claims this page exists to counter
Searching for Dholera fab construction progress returns confident assertions that the build "crossed the halfway mark", reached "50% completion as of April 2026", that "foundations are complete" and that cleanroom installation is underway. Our research found those claims only on Dholera real-estate and search-optimised sites, with no primary confirmation from the company, the government or tier-1 press REPORTED at best, and unverified in practice.
Set against a documented foundation redesign in late 2025, confident completion percentages from sites that sell plots deserve exactly the scepticism our standards page prescribes. The verifiable build-side facts as of August 2026 are narrow: the geotechnical redesign, and the onboarding of Malaysian cleanroom specialist IAQ Group reported by Economic Times in June 2026 REPORTED.
What we could not verify, stated plainly
Despite targeted searching we could not confirm any publicly announced main EPC or civil-works contractor for the Dholera fab. Names circulate; none is confirmed by a primary source. We also found no valued semiconductor equipment purchase orders in the public record. Those are honest negative findings, and they are more useful than a confident guess, because they tell you precisely which questions remain open.
