The government's own progress report, read line by line

While the internet argues about Dholera, a government delivery unit publishes a monthly status report on it. Almost nobody reads it. It is the single most useful document in this entire subject.

Trunk infrastructure works in the 22.5 sq km Phase I Activation Area are recorded as complete.

Why this document matters more than any announcement

Announcements are written to persuade. Delivery monitoring reports are written so that officials can be held to schedules, which makes them terse, unglamorous and far more honest. The National Industrial Corridor Development Corporation, under the Department for Promotion of Industry and Internal Trade, publishes monthly status against its corridor projects, and Dholera is one of them.

What the 31 May 2026 report records

  • Scale and phase: DSIR planned over approximately 920 sq km, with a Phase I Activation Area of 22.5 sq km where trunk infrastructure works are complete DURABLE.
  • Land transferred: the Gujarat state government transferred 48.31 sq km to the project, with approved tender packages for activation-area infrastructure divided into five packages DURABLE.
  • Allotments: 12 plots allotted in total, of which 436 acres is industrial land, with Tata Chemicals named as the anchor investor DURABLE.
  • Availability: industrial and commercial or residential land recorded as readily available for allotment as of May 2026 DURABLE.
  • Solar: of the 1,000 MW Dholera Solar Park, the 300 MW awarded to Tata Power Solar has been commissioned DURABLE.
  • Rail: the Bhimnath-Dholera line was approved by the Board of Trustees of NICDIT, with no later sanction milestone recorded in the May 2026 report DURABLE.
  • Governance: DICDLDholera Industrial City Development Ltd: the SPV building infrastructure (Gujarat 51%, Centre 49%). incorporated 28 January 2016 as the SPV of the central and Gujarat governments DURABLE.

The number that should reset expectations

Twelve plots. That is the count of allotments recorded at the end of May 2026, with 436 acres of industrial land among them. It is not a disappointing number for a project at this stage, and it is a very long way from the impression created by coverage that discusses Dholera in lakhs of crores. A city's industrial tenancy builds one allotment at a time, and this is what the early part of that curve genuinely looks like.

The corridor-wide context

A Press Information Bureau backgrounder of 26 February 2026, citing the Economic Survey 2025-26, records that the Phase-I industrial corridor cities collectively, Dholera plus Shendra-Bidkin, Greater Noida and Vikram Udyogpuri, have allotted 350 industrial plots DURABLE. The National Industrial Corridor Development and Implementation Trust was allocated Rs 3,000 crore under Budget Estimates 2026-27 DURABLE. Dholera is the largest node of that programme, and its performance is read as the programme's performance, a stake our corridor page would explore further if it were not already covered elsewhere in the network.

How to use this yourself

The delivery monitoring reports are public, monthly and specific. Anyone assessing Dholera, an investor, a supplier, a journalist, should read the latest one before reading anything else, and should treat any claim that contradicts it as requiring an explanation.
