The partner list: who has actually signed with Tata Electronics

A fab with no customers is a very expensive building. Tata Electronics has announced a series of partnerships, and they differ enormously in what they commit anyone to.

ASML and Tata Electronics announced a Memorandum of Understanding on 16 May 2026 under which ASML will offer its lithography tools and solutions to enable the establishment and ramp of the Dholera fab. The announcement appears on both ASML's official press release and Tata Electronics' own newsroom.

ASML: the equipment relationship, dated properly

Both principals published this one, which raises its evidentiary standing above the usual single-sourced MoUMemorandum of understanding: a stated intent to engage, not a contract or delivered capital.. ASML's release of 16 May 2026 describes offering its holistic suite of advanced lithography tools and solutions to enable the establishment and ramp of the fab, and Tata Electronics carried the same announcement on its own newsroom, naming the technology nodes 28, 40, 55, 90 and 110nm REPORTED at MoU stage but confirmed by both parties. Dr Randhir Thakur, CEO and MD of Tata Electronics, was quoted saying ASML's expertise "will ensure the timely ramp of our fab in Dholera".

Note the correction this forces on the wider record: the ASML engagement is frequently cited as a mid-May press report. It is in fact an official announcement by both companies on 16 May 2026. Our company file now carries that sourcing, and it still does not amount to a purchase order, a distinction the briefing refuses to blur.

Intel: exploratory, and labelled so

On 8 December 2025 Tata Electronics announced a strategic alliance with Intel, described as an exploratory Memorandum of Understanding and explicitly non-binding, to explore manufacturing and packaging of Intel products at Tata Electronics facilities REPORTED. Exploratory is the operative word, and the difference between exploring and committing is the difference this entire publication exists to hold.

Qualcomm and ROHM

Tata Electronics' newsroom lists a partnership with Qualcomm announced 20 February 2026 to manufacture automotive modules in India, and a strategic partnership with ROHM announced 22 December 2025 on semiconductor business collaboration REPORTED. Scope and the specific linkage to Dholera as opposed to Tata Electronics' other facilities are not established in what we were able to verify, and this page says so rather than assuming the connection.

PSMC: the one that is not a partnership announcement

The PSMC relationship is categorically different. A technology transfer agreement was completed on 26 September 2024, under which PSMC provides design and construction support for the fab DURABLE. DigiTimes reported in January 2025 that PSMC anticipates earning more than NT$20 billion, roughly US$620 million, from consulting fees, technology transfers and training services over the lifecycle of the engagement REPORTED. That is a paid, contracted, structural relationship, not a memorandum, and it is why our partnership page treats it as the load-bearing one.

The training pipeline, which is the most concrete signal of all

Economic Times reported in June 2025 that Tata Electronics sent a couple of hundred people to PSMC in Taiwan for training in the skills required to run the Dholera fab REPORTED, with reported batches across equipment, yield engineering, process technology and quality engineering. Companies do not fund hundreds of overseas training placements as a gesture. The scoreboard

One contracted technology transfer with money attached. One equipment MoU announced by both parties. Three partnership announcements of varying and partly unverified scope. Zero public, valued equipment purchase orders. That is the accurate state of the partner list in August 2026, and it is a reasonable position for a fab at this stage, provided nobody describes it as a customer book.
