The airport and the railway: ownership, contractors and specifications

Two pieces of infrastructure will decide how Dholera actually functions. Both have owners, contractors and specifications on the public record, and both are usually described without any of them.

The Ahmedabad (Sarkhej) to Dholera semi high-speed rail line, approved by the Cabinet Committee on Economic Affairs on 13 May 2026, is designed for 220 km/h operation with a stated journey time of 34 minutes, targeted for completion by 2030-31. It is Indian Railways' first semi high-speed project using indigenously developed technology.
The airport: who actually owns and builds it
Dholera International Airport is implemented by Dholera International Airport Company Limited, a joint venture of the Airports Authority of India, the Government of Gujarat and NICDIT DURABLE, per the NICDCNational Industrial Corridor Development Corporation; its Trust holds the Centre's 49% of DICDL. delivery monitoring report of 31 May 2026. That three-way ownership is worth knowing, because it means airport decisions run through a different entity than land or city infrastructure, which sit with DSIRDADholera Special Investment Region Development Authority: the planning and land authority. and DICDLDholera Industrial City Development Ltd: the SPV building infrastructure (Gujarat 51%, Centre 49%). respectively.
Specifications on record: a 3,200 metre runway, code 4E capable, on 1,426 hectares, with Phase 1 approved by the Cabinet Committee on Economic Affairs in June 2022 on a 48-month timeline REPORTED. The passenger terminal is 25,000 square metres with capacity for about 2 million passengers per year, alongside a 2,500 square metre dedicated cargo terminal REPORTED. Union Civil Aviation Minister Rammohan Naidu Kinjarapu reviewed the project on 14 July 2026 and stated construction was about 80% complete with operations likely by September or October 2026 TARGET on the operations date.
Contractors: DIACL awarded the terminal building, air traffic control tower and cargo complex contract to Yashnand Engineers and Contractors on an 18-month deadline, with Phase 1 civil works going to Varaha REPORTED. Naming contractors matters: they are the parties whose progress is observable, and their presence converts a project from an announcement into a construction programme. The railway that will actually change the labour market
The Cabinet Committee on Economic Affairs approved the Ahmedabad (Sarkhej) to Dholera semi high-speed double line on 13 May 2026 DURABLE. The specification is genuinely ambitious: 220 km/h design speed, a 34-minute Sarkhej to Dholera journey, completion targeted 2030-31, and it is described as Indian Railways' first semi high-speed project using indigenously developed technology REPORTED on the technology framing.
A 34-minute journey is the number that matters. It converts Dholera from a place people relocate to into a place people can commute to, which is a completely different proposition for staffing an industrial city. Every workforce assumption about Dholera in the 2030s rests on whether that line lands close to its window.
The freight line nobody mentions
Separately, the Centre approved a 65 km broad-gauge Bhavnagar-Dholera railway line, primarily freight-oriented, connecting the SIRSpecial Investment Region: a statutory zone under the Gujarat SIR Act 2009 with its own development authority. to Bhavnagar Port's proposed container terminal REPORTED. The Final Location Survey was underway as of January 2026, with a Detailed Project Report to follow for Railway Board approval REPORTED. The NICDC report of 31 May 2026 separately records that the Bhimnath-Dholera line was approved by the NICDIT Board of Trustees, with no later sanction milestone recorded DURABLE.
Port-connected freight rail is, for an industrial city, arguably more consequential than passenger rail, and it is at a substantially earlier stage. Anyone modelling Dholera's logistics costs into the 2030s should track this line's Detailed Project Report rather than the headline semi high-speed announcement.
The expressway, for completeness
The 109 km four-lane Ahmedabad-Dholera Expressway, NH-751, expandable to eight lanes, was inaugurated on 31 March 2026 DURABLE, built in four NHAI packages by contractors including Sadbhav Engineering and GHV India REPORTED on the package attribution. It is the one piece of this corridor that has already moved from schedule to service, and it remains the strongest single evidence that the region's dated commitments can land.
