Water: Dholera's hardest constraint and what is actually being built

A fab region can import capital, equipment and expertise. It cannot import water. This is the one Dholera question where the engineering is genuinely difficult and the documentation is genuinely thin.

Dholera is reported to have a desalination plant supplying 20 million litres per day, with a tender issued on 9 July 2026 to appoint consultants for a much larger 200 MLD seawater desalination plant. The Gujarat Budget 2026-27 separately proposed a bulk water pipeline network including a 100 MLD line from Surendranagar district.
Why water is the binding constraint
Semiconductor fabs consume ultrapure water continuously and at municipal scale, as our water engineering page sets out, and data centres consume large volumes for cooling: industry estimates put a 1 MW facility at roughly 25 to 26 million litres a year, and a 100 MW facility at about 2 million litres a day REPORTED. Dholera is courting both industries simultaneously, on a coastal plain, in a state with real water stress.
This is the question that should be asked first about Dholera's industrial future and is asked almost last. It is also, notably, the question the state's own policy documents worry about most visibly.
What is actually built and tendered
- Operating today: a desalination plant reported at 20 million litres per day REPORTED at low confidence on the current figure.
- Tendered: on 9 July 2026 a tender was issued to appoint consultants for a 200 MLD seawater desalination plant REPORTED. A consultancy tender is an early step, not a construction start, and the distance between the two is typically years.
- Budgeted: the Gujarat Budget 2026-27 proposed a bulk water pipeline network for Dholera including a 100 MLD pipeline from Bhaskarpura village lake in Surendranagar district REPORTED.
- Subsidised: the Gujarat Semiconductor Policy 2022-27 offers a 50% capital subsidy for building a desalination plant within a project's first five years, and water at Rs 12 per cubic metre for five years DURABLE.
Reading the sequence honestly
The direction of travel is right and the timeline is uncomfortable. A 200 MLD plant is a major piece of infrastructure; issuing a consultants' tender in mid-2026 places commissioning well after the fab's mid-2028 commercial production guidance TARGET. That gap has to be bridged by the existing plant, the proposed pipelines and whatever on-site capacity major occupants build for themselves, which is precisely what the 50% desalination capital subsidy is designed to encourage.
In other words, the state's plan appears to be that large water users build their own supply with public co-funding while the regional plant catches up. That is a coherent plan. It is also a plan whose execution nobody outside the process can currently verify, which is why this page ends where it does.
What we could not verify, and what to ask
We found no dated, official, site-specific documentation of water allocation terms for industrial plots at Dholera, no published treatment capacity for process effluent, and no public firming arrangement for the gap between current supply and projected demand. Those absences are the honest state of the record, not an accusation.

Any third-party site quoting confident Dholera water figures without a dated official source is doing the thing this publication exists to refuse.
