Setting up in Dholera: the practical file for an industrial occupant

Industrial siting at Dholera runs through two bodies: DSIRDADholera Special Investment Region Development Authority: the planning and land authority., the planning and land authority under the SIRSpecial Investment Region: a statutory zone under the Gujarat SIR Act 2009 with its own development authority. Act, and DICDLDholera Industrial City Development Ltd: the SPV building infrastructure (Gujarat 51%, Centre 49%)., the infrastructure SPV (Gujarat 51 percent, Centre 49 percent, formed 28 January 2016).

Start with the counterparty map

Dholera's institutional design is its industrial product: DSIRDA holds planning and land questions, DICDL builds and operates infrastructure DURABLE. A site team's first conversations sort into those two lanes, and a seller or consultant who cannot tell you which body owns which decision has failed the first competence test, as our answer page puts more politely. The land route

  • The mechanism: serviced final plots inside sanctioned TP schemes, with Phase 1 reality concentrated in TP1 and TP2 and the delivered trunk infrastructure of the ~22.5 sq km Activation Area DURABLE. The land system guide is the map; for an occupant the practical implication is to price infrastructure certainty by scheme, not by the 920 sq km envelope.
  • SEZ or not: the notified 66.16 hectare SEZ is the Tata project's DURABLE; a new occupant's own trade-regime choice, SEZ unit elsewhere, domestic tariff area at Dholera, or future zone participation, is a structuring decision for professionals, and the SEZ guide explains why the boundary matters more than the branding.
  • Verification is identical for corporates: scheme membership, final plot identity, classification and title, the same seven checks retail buyers need, executed by your counsel rather than skipped by your timeline.

The utilities picture, honestly bounded

Power context is genuinely strong: ~300 MW of solar operational and 700 MW building toward a 1,000 MW Phase 1 DURABLE, detailed in the energy guide, with the power infrastructure page holding what is documented about delivery to plots. Industrial tariff schedules, water allocation terms and effluent infrastructure specifics for a given scheme are exactly the items to obtain in writing from DICDL for your parcel, and exactly the items this record will not improvise numbers for. Treat any third-party site quoting precise Dholera utility tariffs without a dated official source as decoration REPORTED.

The logistics case you are actually buying

The expressway is open, ~109 km of NH-751 since 31 March 2026 DURABLE. Air cargo arrives with the airport's operations window, targeted September to October 2026 TARGET, with a ~2,500 sq m cargo terminal in Phase 1 DURABLE. Rail mass is cleared for 2030-31 TARGET. The economy hub prices this stack as a system; for site selection the summary is that road logistics is present-tense, air is imminent-tense and rail is plan-tense, and your production ramp should map to those tenses rather than to a brochure's collapsed timeline.

The sequence that works

Desk diligence on scheme and parcel, written utility confirmations from DICDL, legal verification, then commitment, in that order, with the capital ledger as your context check on which neighbours are confirmed versus announced. Dholera's honest pitch to an occupant is unusual enough to state plainly: the land machinery works, the anchor is real, the corridor delivers on dates more often than Indian greenfields have taught you to expect DURABLE on the recent scoring record, and the gaps that remain are documentable questions with named owners rather than mysteries. Ask them in writing; build on the answers.
