Why a country builds its own fab: the strategic case behind Dholera

India's fab push is usually explained in national-pride terms. The stronger argument is duller and more durable: concentration risk in an input that every modern industry now depends on.

Semiconductor manufacturing is among the world's most geographically concentrated critical industries. India's first commercial fab at Dholera targets mature nodes (28 to 110 nm), the segment behind the 2020-23 shortage that idled factories worldwide.
The lesson of 2020 to 2023
The global chip shortage of the early 2020s is the whole argument compressed into three years: carmakers idled plants, appliance makers rationed models, and industrial buyers discovered that a component worth a few dollars could halt products worth thousands. Crucially, the shortage was overwhelmingly in mature nodes, not the leading edge, which is exactly the segment the Dholera fab targets DURABLE. The mature nodes guide makes the industrial case; the strategic case is simply that a country dependent on distant suppliers for that layer has outsourced the on-switch of its manufacturing economy.
What concentration risk means practically
- Geographic: a large share of advanced and mature capacity sits in a handful of geographies, several of them exposed to the same weather, seismic and geopolitical events.
- Commercial: in shortages, allocation follows the largest existing customers, and late entrants queue. Domestic capacity converts a buyer into a customer with local standing.
- Developmental: chips are now inputs to autos, energy, defence, telecom, appliances and payments infrastructure. Import dependence in an input that broad is a structural constraint on every downstream ambition.
What a Dholera fab realistically fixes
Honestly bounded: one fab at up to 50,000 wafers a month DURABLE does not make a country self-sufficient, and pretending otherwise would be the same inflation this record refuses everywhere else. What it does is start the compounding: a qualified workforce, an audited supplier base forming around it REPORTED across the supply chain, regulatory and logistics learning, and credibility that makes the second and third investments cheaper than the first. The May 2026 Cabinet clearance of two further units for Gujarat DURABLE is what that compounding looks like in its first quarter.
What it does not fix
Leading-edge dependence, which stays offshore for the foreseeable future and was never this project's target. Design and IP ecosystems, which are separate industries with their own constraints. And materials and equipment dependence, the layer where an ASML MoU REPORTED and Fujifilm's exploration REPORTED show both the opportunity and the distance still to travel. A record that celebrated the fab as independence would be lying by omission; the accurate word is participation.
Why the execution matters beyond Gujarat
Because policy learns from outcomes. A fab that ships commercial output near its mid-2028 guidance TARGET validates the fiscal model and makes the next approvals easier; visible slippage reprices every announced Indian fab claim, including the unconfirmed ones this record keeps carefully labelled REPORTED. That is the real national stake at Dholera, and it is why the mission stakes answer treats two engineering dates as policy events. The strategic argument built the program; delivery is what will keep it funded.
