Why the Dholera fab makes boring chips on purpose

The commonest sneer about India's first fab is that 28 nanometres is old technology. The sneer misreads the industry: the world runs on mature nodes, shortages happen in mature nodes, and first fabs that chase glamour die of it.

The Dholera fab's process window is 28 to 110 nm: the mature-node range that supplies automotive, industrial, power-management, display-driver and connectivity silicon, the volume backbone of global electronics.
What the world actually runs on
Leading-edge nodes make phones and AI accelerators and headlines. Nearly everything else, the chips in cars, factories, appliances, chargers, displays, medical devices and the power circuitry inside even the fanciest AI server, comes from mature processes in exactly the window Dholera targets DURABLE. The 2020-2023 global chip shortage that idled car plants worldwide was overwhelmingly a mature-node shortage, which is the single most clarifying fact in this debate: the world did not run short of 3-nanometre wizardry, it ran short of the boring chips a fab like Dholera's is designed to make.
The economics, plainly
- Capital intensity: leading-edge fabs now cost multiples of mature ones and require extreme-ultraviolet lithography ecosystems that exist in a handful of places on earth. A mature fab's toolset, the kind an ASML MoU REPORTED can serve without EUV, is buildable in a first-fab nation.
- Demand durability: mature-node demand is broad, sticky and growing with electrification and industrial automation; automotive silicon content per vehicle keeps climbing, and every one of those chips is Dholera-syllabus, not 3nm.
- Yield learning: processes with decades of industry history let a new workforce climb the yield curve on known physics. Teaching a first team on the hardest process ever invented is how national champions become cautionary tales.
- Customer accessibility: mature-node customers qualify second sources readily because supply security matters more to a carmaker than being first on a node. That is the demand a diversification-era fab can actually win.
The strategic layer
Supply-chain diversification is the era's tailwind: buyers and governments want mature capacity outside its current concentration, and they subsidise accordingly, which is what the India Semiconductor Mission's fiscal support formalises DURABLE on the support's existence. A first fab that captures diversification demand in high-volume segments builds the workforce, supplier base and credibility, the ecosystem now visibly forming, on which later, more advanced phases can stand. That sequencing is how every serious fab nation actually industrialised; none of them started at the edge.
What the critics get right
Honesty requires the other side: mature nodes are competitive, price-sensitive, and exposed to capacity cycles, and incumbent mature fabs in Taiwan and China are formidable on cost. Dholera's counterweights are fiscal support, diversification demand and domestic consumption growth, and whether they outweigh the competition will show up in utilisation and customer announcements after commercial production begins, targeted mid 2028 TARGET. This record will report those numbers when they exist rather than predicting them now.
The reframe to keep
Commercial output by the mid-2028 guidance TARGET would not make India a leading-edge power, and was never meant to. It would make India a producer in the segment where volume, shortage risk and industrial policy all actually live, with a partner whose expertise matches the syllabus. Boring, chosen deliberately, is the most sophisticated thing about the whole project.
