Why first commercial is the precise phrase

India has fabricated semiconductors before: strategic and research facilities have run for decades at small wafer sizes for defence and space needs. What India has never had is a commercial-scale, 300mm, merchant fab serving open market demand. That is the specific first being built at Dholera DURABLE, and the precision matters because sloppy firsts are how credibility gets spent before silicon ships. This record uses the narrow, defensible claim, and the narrow claim is impressive enough.
