The policy stack: how government money and machinery actually reach the fab

Incentives is the most hand-waved word in Indian industrial coverage. At Dholera the stack is unusually documentable, because its two decisive instruments have dates and signatures.

Two documented instruments anchor Dholera's semiconductor policy stack: the Union Cabinet's approval of 29 February 2024 under the India Semiconductor Mission, and the Fiscal Support Agreement signed 5 March 2025.
The central layer: the India Semiconductor Mission
The ISMIndia Semiconductor Mission: the central program approving and part-funding fab projects. is the national program under which fab proposals are evaluated and fiscally supported. Its decisive property, from this record's standpoint, is that its support is evidenced by documents rather than adjectives: the Dholera fab's Cabinet approval of 29 February 2024 and the Fiscal Support Agreement of 5 March 2025 are dated, public facts DURABLE. When headlines say government backing, this pair is what backing concretely means, and any fab claim elsewhere in India that lacks the pair, the unconfirmed Vedanta claim being the standing example REPORTED on our status page, is at a categorically different stage regardless of its press volume.
The state layer: Gujarat's machinery
The state's contribution runs through three channels. Land and planning through DSIRDA and the TP schemeTown planning scheme: Gujarat's land-pooling mechanism that returns serviced, authority-issued final plots. system that produced the serviced ground and the notified 66.16 hectare SEZ DURABLE. Infrastructure delivery through DICDL, the 51-49 state-centre SPV DURABLE, whose expressway, utilities and Activation Area works are the fab's physical context. The policy hub maps the whole structure; the point here is that state support at Dholera is mostly delivered as infrastructure and process, not cheques, which makes it more durable and less headline-friendly at the same time.
How to read any incentive claim
- Instrument or adjective: does the claim name a document with a date, an approval, an agreement, a notification, or does it say supported by government and move on. Instruments are tier DURABLE; adjectives are tier REPORTED at best.
- Layer confusion: central fiscal support, state land machinery and SEZ status are three different regimes doing three different jobs; pitches that blend them into one giant incentives number are selling arithmetic, not policy. The SEZ guide untangles the third regime.
- Beneficiary precision: the documented stack above attaches to the approved fab project. It does not automatically attach to land near the fab, a distinction the plot-marketing economy blurs professionally, and one that our verification framework restores.
What the stack proves, and what it cannot
A documented policy stack de-risks the inputs: money, land, infrastructure and administrative attention. It cannot de-risk execution, yield curves or markets, which is why the project's real exam remains the dates, first output now guided to mid-2028 TARGET, commercial production mid 2028 TARGET, scored on the promise vs delivery ledger. Policy built the runway. The takeoff is still physics and management, and this record grades only what has happened.
