The Dholera fab construction ledger: every dated milestone, sourced

A construction ledger is not a progress story, it is a list of things that happened on days that can be named, and the value of one lies as much in what it refuses to enter as in what it records.

Civil work at the Tata Electronics fab at Dholera is reported at about 50 percent as of mid-2026, with cleanroom fit-out underway. The documented record runs from Union Cabinet approval on 29 February 2024 and groundbreaking in March 2024 to SEZ notification around April 2026. Commercial production is guided to mid-2028.

How this ledger is kept

Construction coverage of the Dholera fab has a characteristic failure. It reports a percentage, attributes it to nobody, and attaches it to a completion date that no company document supports. This page is built the other way round. Every entry below is a thing that happened, on a date, reported by a named source, and carries a tier: confirmed, reported, or a stated target that will be scored on delivery. Where the record is silent, the silence is printed as an entry of its own, because for a project of this size the unanswered questions are more informative than the answered ones.

Two boundaries. This is the construction record of the plant; the corporate file on the builder sits at Tata Electronics, and the engineering sequence that any fab follows, from site works to tool qualification, is explained at how a semiconductor fab is built. And a housekeeping note this record repeats often: Tata Semiconductor Manufacturing, the fab entity, is not Tata Realty, and the two are conflated constantly in local coverage.

The instruments that preceded the concrete

The Union Cabinet approved the project on 29 February 2024 under the India Semiconductor Mission DURABLE. The Press Information Bureau records the investment at Rs 91,526 crore, a technology partnership with PSMC of Taiwan, and a production capacity of about 50,000 wafer starts per month on 300 millimetre wafers. The fiscal support agreement was signed on 5 March 2025, a year later, which is the document that turns an approval into a contractual obligation DURABLE.

Those two dates set the clock for everything that follows. A fab project that has passed Cabinet approval and signed its support agreement is in a categorically different position from one that has announced an intention, which is the distinction that separates this project from the Indian fab proposals of earlier rounds that never reached financial close.

The foundation redesign, and why it belongs at the centre

The single most informative construction entry in the record is the one that reads least like progress. Economic Times reported on 28 November 2025 that Tata Electronics engaged geotechnical specialists Fugro, Cengrs and Geo Dynamics Engineers to redesign the main fab foundations after soil investigation showed Dholera ground conditions unsuitable for the original design REPORTED.

Fabs are unusual buildings. Their structural design begins from vibration criteria rather than from load, because lithography and metrology tools cannot place features on a floor that moves. Dholera sits on a low-lying coastal plain, which is precisely the geography that made large-scale land assembly possible and precisely the geography that tends to produce soft, saturated, variable ground at depth. Those two facts were always going to meet at the foundation design.

No public document states the revised design, its additional cost or its schedule effect, and this record will not estimate any of them. What can be said is that a redesign discovered during investigation is far preferable to one discovered after tool installation, and that a project's engineering difficulties belong in its record. Civil progress, and the provenance problem

Civil work is reported at about 50 percent as of mid-2026, with cleanroom fit-out underway REPORTED. That is the figure this record carries, and it is carried with a warning attached.

The warning is about where the percentage comes from. Searches for Dholera fab construction progress return confident assertions that the build crossed the halfway mark, that foundations are complete, that the structure is complete and that equipment installation is in full flow. Our own research pass found those claims concentrated on Dholera real-estate and search-optimised sites, without primary confirmation from the company, the government or tier-one press. A percentage published by a party selling land near a project is not a construction datum, it is marketing, and the phrase structurally complete in particular is not supported by anything this desk can source.

So the defensible statement is narrower than the circulating one: civil work is around the halfway mark in mid-2026 and cleanroom fit-out has begun, with the cleanroom entry resting on the Economic Times report of June 2026 that Malaysian specialist IAQ Group had been onboarded REPORTED. Cleanroom fit-out is a meaningful signal in its own right, because it is the phase where a fab stops being a building and starts becoming a tool platform, as this site's cleanroom engineering page explains. The government's own delivery reporting on the surrounding city, including the 12 plots allotted and 436 acres of industrial land recorded in the NICDC and DPIIT monthly report of 31 May 2026, is read line by line at the official progress report.

How to read a percentage claim about any fab build

Percentages are the currency of construction coverage and the least reliable thing in it. Three questions defuse almost every misleading one.

  • A percentage of what? Civil progress and project progress are different denominators. In a wafer fab the building is the minority of the capital cost and the tools are the majority, so a plant that is half built in concrete terms can be a long way short of half spent. Anyone quoting a single completion figure without saying which base it uses is quoting a feeling.
  • Measured by whom? Contractors, owners and financiers each measure progress differently, and none of them publishes a monthly figure for this project. When a percentage has no named source, it is not a tiered claim at all, whatever confidence it is delivered with.
  • Against which schedule? A percentage complete means nothing without the baseline it is measured against, and the baseline for this project changed at least once, when the foundations were redesigned. A figure that predates a redesign is not comparable with one that follows it.

The general shape of the sequence, and the reason the second half of a fab build takes longer than the first, is set out on the fab desk. The short version: structure is the fast part, hookup and tool qualification are the slow part, and the slow part is where schedules are won or lost.

The ground the plant sits on

A fab is only as ready as the city services around it, and here the record is documented rather than reported. The NICDC and DPIIT Delivery Monitoring Unit report of 31 May 2026 records trunk infrastructure works complete in the 22.5 square kilometre Phase I Activation Area, 48.31 square kilometres of land transferred to the project by the Gujarat government, and 12 plots allotted including 436 acres of industrial land with Tata Chemicals named as anchor investor DURABLE. Of the 1,000 MW Dholera solar park, the 300 MW awarded to Tata Power Solar has been commissioned, per the same report DURABLE.

These entries belong in a construction ledger because a fab cannot be commissioned into a site without power, water and road access at industrial scale. They also mark the boundary of what this page tracks: the state of the surrounding city is read separately in the official progress report file, while this ledger stays on the plant.

Tooling: one memorandum, no purchase orders

On 16 May 2026 both the ASML and Tata Electronics newsrooms announced a lithography memorandum of understanding naming nodes of 28, 40, 55, 90 and 110 nanometres REPORTED. Two things follow. The named node range is deep ultraviolet territory, so nothing in the agreement implies extreme ultraviolet tooling, and nothing about the fab's stated mission requires it. And a memorandum is not an order. The supplier's own file on this site carries the detail, and the contradiction the node range feeds into is unresolved: Bloomberg reported on 17 July 2026, with TrendForce following on 20 July 2026, that the fab will open mostly at 90 nanometres, while Tata's official range remains 28 to 110 nanometres and the Tata Sons chairman's FY25 annual report letter said the fab had chosen to start at the 28 nanometre node REPORTED. This desk does not resolve that contradiction, it documents it, at the node question.

Beyond that memorandum, this desk has found no publicly valued semiconductor equipment purchase orders for the Dholera fab, and no publicly announced main civil or engineering, procurement and construction contractor. Names circulate; none is confirmed by a primary source. Those are negative findings, and they are the two entries most likely to change first, because tool orders precede tool arrival by many months and are frequently visible in supplier disclosures before they are announced locally.

The dates that are not in this ledger

There is no supported first-silicon date for the Dholera fab. Assertions that first chips arrive in December 2026 trace to spoken statements rather than to any published schedule, no source confirms that a chip has been produced, and this record does not print such a date as fact. What exists is guidance: commercial production is guided to mid-2028, per remarks by the Union minister for electronics and information technology, Ashwini Vaishnaw, on 17 July 2026 TARGET.

That single guided date is the scoreable one, and as of 25 August 2026 this desk has seen no public source revising it. The correct reading is therefore the dull one: the project has not missed a date this record can score. Whether it eventually does is a question for the calendar, not for commentary, and the scoring framework is set out at is the Dholera fab delayed. It is also worth separating three meanings that get merged into the word open: mechanical completion of the building, first wafers through the line for process qualification, and commercial production at yield for paying customers. Only the third has public guidance attached.

What to watch next, in order

  • Equipment orders. The first valued tool order made public converts the ASML memorandum into procurement and gives the schedule a spine. Toolmaker behaviour is the most reliable early signal in this industry precisely because it is expensive and irreversible.
  • Tool move-in and hook-up. The transition from fit-out to installation is visible in hiring patterns, in specialist contractor arrivals and occasionally in logistics activity. It is the phase where a construction schedule becomes a production schedule.
  • Hiring at scale. Process and equipment engineers being recruited in volume, and technician intakes beginning, indicate a plant preparing to run rather than a plant being built.
  • A named customer. No customer has been announced. The first qualified customer is the most load-bearing single announcement this project can make, because it converts capacity into demand.
  • Any revision to the mid-2028 guidance. Stated in either direction, by the company or the ministry. This record will report a revision on the day it is made and will not infer one before.
  • Utilities and supply arriving physically. The specialty gas hub announced by INOX Air Products on 6 October 2025 as part of a Rs 500 crore outlay, and the power and water infrastructure around the site, are the cluster forming in concrete rather than in press releases.

A construction ledger earns its keep over years, not weeks. The entries above are what can be defended today, with sources and dates attached to each. Everything else circulating about this build site is either a repetition of these facts or an estimate wearing their clothes.
